Welcome to the Norwegian Civil Affairs Authority

The Norwegian Civil Affairs Authority is a state administrative organ organised under the auspices of The Ministry of Justice. Our tasks are mainly linked to the processing of individual cases. We provide secretariat services for The Commission for Forensic Medicine, The Compensation Board for Victims of Violent Crime and The Norwegian Parliament’s (Stortinget’s) Ex gratia Payments Panels. The Norwegian Civil Affairs Authority work also encompasses adopting rulings in a number of civil law fields.

Secretariat for The Compensation Board for Victims of Violent Crime
The Secretariat prepares and puts forwards recommendations for adoption to
Compensation Board for Victims of Violent Crime in cases that concern appeals against rulings for compensation for victims of violent crimes. It is The Norwegian Criminal Injuries Compensation Authority that deals with applications for compensation in the first instance.

 

Secretariat for Stortinget’s Ex gratia Payments Panels
The Secretariat receives applications for ex gratia payments, prepares the cases and presents recommendations to Stortinget’s Ex gratia Payments Panels.

 

The Commission for Forensic Medicine
The Commission for Forensic Medicine has its secretariat in the Norwegian Civil Affairs Authority. The Commission’s primary task is to deal with statements by forensic medicine expert witnesses given as evidence in criminal cases. The Commission shall also provide advice to users and exponents of forensic medicine knowledge, and shall take the initiative in introducing measures that can contribute to improving the standards and quality of both the field of forensic medicine and the application of forensic medicine.

 

Compensation or redress subsequent to a prosecution
The Norwegian Civil Affairs Authority rule on claims for compensation or redress subsequent to a prosecution, cf. The Criminal Procedures Act chapter. 31. Claims for compensation are lodged with the police district that investigated the case. The prosecuting authority comments on the case and forward it to us for a decision.

 

Free legal aid
The Norwegian Civil Affairs Authority is the authoritative body for the public free legal aid arrangement. We deal with appeals against rulings adopted by the regional commissioners and the c
ounty committees for social affairs. We also deal with complaints concerning all stipulated fees that are the result of rulings by the law courts.

 

Building lease
The Norwegian Civil Affairs Authority deals with appeals against rulings by the regional commissioners concerning compensation when the deadline for demanding redemption or extension of a lease arrangement is exceeded, and what shall result from the redemption of single/separated plot leasehold and in areas where the land is leased as plots for leisure/holiday homes as part of a general (development) plan.

 

Confirmation of a will or testament
Certain wills/testaments must be confirmed by the King in order to be valid. The Justice Secretariats are the authoritative body for such confirmation. The Norwegian Civil Affairs Authority do not assist in drawing up a will or a testament.
